Virtuosi al supermercato, quando si acquista, virtuosi in casa, quando si tratta di differenziare, virtuosi nella raccolta, che deve consentire di riciclare tutto il riciclabile. Virtuosi, infine, nel sistema di trattamento del residuo, che dovrà utilizzare la migliore tecnologia possibile, quella a minor impatto ambientale, quella più sostenibile, quella più sicura. E’ questo il senso dell’aggiornamento del piano rifiuti: non quello, come sostiene qualcuno, di sostituire la discarica con un termovalorizzatore, ma di rivedere tutto il ciclo, in modo da ottimizzarne ogni fase.
Il problema, ancora una volta, è quello di saper distinguish between those who want to solve problems and who refers them or move them. Dobbiamo uscire dalla logica dell’intervento di emergenza. Le ordinanze dei sindaci – usate a spot in altri comuni italiani – non danno che una breve, effimera senzazione di sicurezza. Ma NON risolvono i problemi.

La sicurezza non è solo una questione di ordine pubblico ma di prevenzione, perché c’è devianza dove c’è disagio. Diventa fondamentale quindi il lavoro di rete che viene compiuto da molti nostri servizi comunali, ma anche dalle cooperative e da numerose realtà che operano nel volontariato.
