L’improvvisata chiassata organizzata dalla Lega Nord ieri pomeriggio in Piazza Dante impone alcune riflessioni. Capisco che il clima pre-elettorale possa portare a gesti di questo tipo ma è fondamentale chiarire che la questione della sicurezza non va affrontata in modo superficiale e semplicistico. La domanda giusta è, secondo me, come aiutare la nostra comunità ad affrontare il cambiamento sociale – conseguenza inevitabile anche della globalizzazione e dei conseguenti grandi flussi migratori? Le cause della criminalità sono multifattoriali, in questo tutti gli esperti concordano. Dobbiamo lavorare per costruire un’idea di città che sappia guardare al futuro e non chiudersi nella salvaguardia di un passato che non c’è più. Dobbiamo uscire dalla logica dell’intervento di emergenza. Le ordinanze dei sindaci – usate a spot in altri comuni italiani – non danno che una breve, effimera senzazione di sicurezza. Ma NON risolvono i problemi.
Seppur importante, l’intervento in Piazza Dante – chiesto, deciso e concordato a gennaio in seno al Comitato per la sicurezza e l’ordine pubblico – è solo una delle misure che compongono il percorso di questa amministrazione nel garantire la sicurezza dei propri cittadini. Il tema è troppo serio per ridurlo a semplicistiche strumentalizzazioni elettorali.
La sicurezza di una città è il frutto di una serie di azioni concertate che intervengono sul disagio e al contempo operano in coordinamento con le forze dell’ordine. La sicurezza non è solo una questione di ordine pubblico ma di prevenzione, perché c’è devianza dove c’è disagio. Diventa fondamentale quindi il lavoro di rete che viene compiuto da molti nostri servizi comunali, ma anche dalle cooperative e da numerose realtà che operano nel volontariato. Per quanto riguarda l’Amministrazione ricordo – a titolo di esempio – i poli sociali pensati appositamente per decentrare sul territorio l’intervento di aiuto, i dormitori invernali, le unità di strada e gli educatori de “I panchinari”, la collaborazione con la Caritro (microcredito), con gli avvocati for their solidarity with Lila and finally to the problem of prostitution.

Governare una città non significa piantare bandierine (verdi?) sulla cartina di un parco ma rimboccarsi le maniche e operare in modo organico per risolvere i problemi che – lo ho imparato in questi anni da vicesindaco e in questi mesi da sindaco reggente – non sono mai né semplici né univoci.
